Complaints about bus services

Haphazard halts are a sign of haphazard planning and policy and organization and management….and especially leadership.

TRANSIT took note of this article in the Star Metro which reminded us how much more needs to be done to improve public transport organization and management in the Klang Valley.

MORE often than not, public buses in the Klang Valley can be seen stopping to pick up passengers willy-nilly, be it by the roadside, along a flyover or even at the junction of a busy main road.

The lack of a proper bus stop or lay-by, does not seem to faze the drivers and the practise has been going on for years.

However, their actions not only contribute to traffic congestion but also pose a threat to life and limb as passengers scramble to board the bus on a busy road.

Bus system improvements to include a little bit of London and a little bit of Kelantan?

TRANSIT took note of this very interesting interview in the NST with SPAD CEO Mohd Nur Kamal, discussing the bus transformation plan and proposals for implementation of improved bus services.

It is interesting to note that SPAD is learning from London and will be applying their knowledge in Kelantan.

30% of Malaysian bus drivers suffer from sleep disorders, says survey

TRANSIT members were shocked and disappointed to read the news in The Star today, which shared the results of a survey by the Sleep Disorder Society of Malaysia and the JKJR which showed that a significant number of Malaysian bus drivers suffer from sleep disorders.

KUALA LUMPUR: Sleeping disorders affect 30 percent of 300 bus drivers in the country, with eight percent categorised as chronic, raising fears about their driving performance.

Sleep Disorder Society Malaysia (SDSM) president Dr Muhammad Muhsin Ahmad Zahari said the statistics were obtained in a joint study with the Road Safety Department (JKJR) recently.

“The survey was carried out on 300 bus drivers from five transport companies nationwide and what shocked us the most was that eight percent are at a severe level,” he told Bernama at the Sleep Disorder Society Malaysia (SDSM) Scientific Meeting – Towards Healthier Sleep in Malaysia event, here on Saturday.

Why is the MPK using the North Klang bus terminal for a night market, instead of a bus terminal? And why hasn’t the Selangor Government stepped in?

TRANSIT took note of this interesting and disturbing article about the introduction of a night market at the site of the old North Klang bus terminal, which was closed in late 2007 when Klang Sentral was opened.

The irony, of course, is that the bus area remains closed to buses – despite the fact that most buses that serve Klang town have returned to the North Klang bus terminal area, and Klang residents have called on the MPK to improve amenities and facilities.

What makes it worse is that in 4 years, the Selangor government has not stepped in to improve public transport in Klang, reopening the North Klang bus terminal and introducing new services. In addition, SPAD has not stepped in and resolved the issue, despite entreaties from TRANSIT, who recommended to SPAD that solving the Klang Sentral and North Klang bus terminal issues was the best place for them to get started.

The resolution of the North Klang bus terminal issue is going to be a major factor in any improvement to public transport in the west Klang Valley.

Flea market draws flak (The Star)

THE Klang Municipal Council’s decision to approve the Nadi Kota Uptown flea market at the site of the former North Klang bus terminal has not gone down well with traders in the area.

They feel that the council’s decision to approve the market which operates from 10pm to 4am daily is not a good idea.

Brickfields bus & taxi lane shut down after two months because of Government flip-flopping or just bad planning? (Update #2)

TRANSIT took note of this interesting and disappointing news about the Brickfields – Jalan Tun Sambanthan bus lane, shut down by the government beginning February 6th, after only 2 months in operation.

The big question from TRANSIT is WHY? What are the reasons why the government chose to back down on the plan for the bus lane, and is this a reflection of a government that listens to public protests, or just poor planning, bad policy, or a weak government?

And more importantly, this really raises questions about strength of the government’s commitment to improving public transport – especially in light of the fact that bus lanes in KL are simply not working right now.

So what are we going to do?

THE indecisive nature of the authorities about the traffic situation in Brickfields have once again caused unhappiness among residents there.

Federal Territories and Urban Wellbeing Minister Datuk Raja Nong Chik Raja Zainal Abidin announced on Tuesday that the contra-flow bus and taxi lane would now be aborted and buses would once again ply Jalan Sultan Abdul Samad.

Look out touts – SPAD is watching you

TRANSIT took note of two interesting articles related to the current Chinese New Year Holiday period – the standard set of warnings against touting and the standard article about related enforcement efforts.

The big question is, do Malaysians feel that the current enforcement and touting situation is better now that SPAD is in charge?

We know that SPAD is definitely more proactive than the CVLB was when it comes to enforcement. We know that they are also making more effort to reach out to the public and encourage complaints and feedback – whether on their websites, through phone, email and social media, and even encouraging walk-in complaints with offices at bus terminals, as well as their central offices.

So…how can we be confident in our confidence in SPAD?

Taxi and bus drivers warned against preying on travellers (The Star, 22 January 2012)

KUALA LUMPUR: Taxi and bus drivers as well as bus company operators have been warned against taking advantage of the festive season to prey on travellers, including overcharging them.

Land Public Transport Commission (SPAD) enforcement director Mej-Jen (Rtd) Datuk Paduka Che Hasni Che Ahmad said offenders would be charged and given heavy fines.

He said they would be “duly dealt with” under the Public Land Transport Act 2010 if nabbed.

“Those days, the fine was only RM300 and most cases did not have to go to court but under the new Act, investigation papers are immediately opened when offenders are apprehended,” said Che Hasni during SPAD’s special enforcement operations at Pudu Sentral.

Offenders could be fined up to RM50,000 under Section 75 of the Act, he added.

Keeping touts at bay in Pudu Sentral (NST, 23 January 2012)

LAND Public Transport Commission (SPAD) recently carried out an operation called OPS Serkap 1 to nab touts and carry out inspections on express buses at Pudu Sentral.

The operation, which will be ongoing until the end of the month, is targeted at major bus stations.

During the 13-hour operation, SPAD nabbed five touts. Three buses were issued summonses for picking up passengers from non-designated pick-up points, while two buses were fined for not having the temporary variation licences (LPS).

TRANSIT Says:

So…how can we be confident in our confidence in SPAD? One way would be if we actually had information about SPAD’s enforcement department – how many people, where they are based, what laws they are enforcing, how to reach them, etc.

In the knowledge-based economy, information and knowledge is the source of wealth & power.

No bus for you reaches Selangor … again! (Update #4)

TRANSIT took note of more bad news in the public transport industry – another shutdown of bus services in Selangor.

Yes, you may not realize it but the “No Bus For You!” crisis that is affecting our public transport industry has already reached Selangor … and Perak, Negri Sembilan, Kedah, and Pahang. So this would not be the first time!

Earlier this year, Sabak Bernam and Kuala Selangor lost their bus service but no one really noticed … except perhaps the people at TRANSIT and some in the media (and they moved on pretty quickly, as they are apt to do).

But now, the most recent crisis that has been popping up all over the country, caused by CityLiner’s threats to shut down bus services in various states, is suddenly getting the attention of the public.

Brickfields on ‘collision course’ because of the new bus & taxi lane?

On December 3rd, 2001, buses & taxis leaving KL on the southbound route through Brickfields began using the contra-flow bus & taxi lane on Jalan Tun Sambanthan.

The bus & taxi lane was actually supposed to begin operations on 20th August 2011 but the start was delayed because of objections from business owners in the area who complained that not having car-parks in front of their shops would somehow cause them to lose business.

Now that operations along the bus & taxi lane have started, business owners are actively protesting.

In addition, there is a lot of confusion over what is happening in the area. While the NST claimed that things were going smoothly for buses & taxis, The Star reported traffic chaos. There have been a number of collisions between motorists and, even more disturbing, a number of collisions between pedestrians and buses! A RapidKL bus driver has been suspended pending an internal investigation related to one crash – the aftermath of which resulted in a hostile crowd and vandalising of the bus.

Even worse, it appears that some politicians are getting involved, possibly there to stroke frustrations in order to enjoy a more populist appeal before the upcoming election!

As if the congestion & traffic in Brickfields was not bad enough????

Give new system a chance, public urged (The Star – Metro)

THE residents and traders of Little India in Brickfields should give the newly-introduced bus and taxi lane system a chance before dismissing it as non-workable, said Federal Territory People’s Progressive Party chairman Datuk A. Chandra-kumanan.

“Whatever rules and policies implemented by the government has been carried out in accordance with the wishes of the people and for it to work you need to give it time,’’ he said.

Chandrakumanan, who made a working visit to Brickfields on Tuesday, said he decided to see for himself what was happening after receiving complaints from the public.

No bus for you, Sebarang Prai (as of 21 November). Watch out, Kedah & Perak. You might be next! (Update #2)

  • Update: TRANSIT has learned that the Penang Government will provide subsidy to CityLiner!
  • Update: TRANSIT has learned that CityLiner bus services will operate until the end of November, and that CityLiner is in talks with the Penang Government to resolve the issues facing their operations in the state!

TRANSIT has learned that Konsortium Transnasional Berhad will stop CityLiner stage bus services in Sebarang Prai on 21 November 2011 – this coming Monday.

We urge public transport users in Sebarang Prai who rely on CityLiner bus routes to make alternative transport plans immediately – so that they are prepared if and when the shut down takes place.

And since SPAD has already been caught flat-footed by the shutdown of CityLiner bus services in Negri Sembilan, as well as the threatened shutdowns in Kedah, problems in Perak, Melaka and Kelantan, and other issues … well, we do not see any solutions coming anytime soon.

The public transport industry has been in pain for  a long time. Sadly, while the government has changed from two ineffective “doctors” (CVLB & Department of Railways) to one unproven “doctor” (SPAD), they have done very little to alleviate the pain.

Sure, this new “doctor” has lots of wonderful plans for the public transport industry, but like many of the young among us, this “doctor” is more interested in the urban lifestyle (KL & the Klang Valley), and in the flashy & fancy solutions (LRT, MRT) rather than the reliable and effective medicine (realistic solutions).

To borrow another analogy, SPAD is pumping the public transport industry full of steroids to make it look big & strong, instead of cutting the fat & improving fitness, to make the industry lean, mean, and healthy.

No bus for you, Seremban and surrounding area! (Update #4)

TRANSIT woke up to more and more bad news with bus service! Thousands of commuters living around Seremban are affected as local bus services are shut down.

The biggest surprise – the buses shown in the photos above are “CityLiner” branded buses – and the CityLiner brand is used by various subsidiary companies of Konsortium Transnasional Berhad – Malaysia’s largest (and probably most complicated – see corporate structure here) public transport consortium and owner of well known public transport brands Transnasional, Nice and Plusliner.

Cityliner – Negeri Sembilan Operations

Just like the two regions above, this region is an operations merger of four subsidiary companies under Jelebu Holdings Sdn Bhd, a subsidiary (83.2%) company of Park May Berhad that operates in Western part of Negeri Sembilan with two other subsidiary companies of KKMB, i.e. Starise Sdn Bhd and the stage bus outfit of Syarikat Rembau Tampin Sdn Bhd that operates the Eastern part of Negeri Sembilan. A Regional Manager was appointed to lead one integrated team to focus on the profitability of running the entire stage bus operations in Negeri Sembilan. The resulted merger has a capacity of running approximately 215 permits/buses. Besides running ordinary routes in housing areas and on main roads of Negeri Sembilan, the Cityliner buses here also serve the Kuala Lumpur International Airport (KLIA) and Low Cost Carrier Terminal (LCCT) from Seremban, Nilai and Banting.

Now, we are really not happy. We could understand if a small bit-player was forced into stopping service because of continuous loss-making operations. But this is the largest public transport consortium in the country! Can they not find a way to keep services running?
